Pipeling improvements

• working on memory management improvements to get the full model run to complete #208
  • remember the pipeline is in-memory and persisted to disk
  • now pipeline tables can be optionally saved to the disk and flushed from memory when done if desired
  • improved chunk size prediction #194 and reporting
  • improved logging related to memory usage
  • now testing the improved code on the full model run to see what's going on
• will update the user documentation as well once this task is wrapped up

Project management

• 2018 contract executed and will start on scope after pipeline improvements task
• Joe updated the ActivitySim site
• update on conversation with interested partners
