Enhanced Gameplay Release

This release is aimed at providing enough features so that Unabomber becomes a compelling game that is actually worth playing. Since the earlier release doesn't give the citizens anything to do in the game, this release is focused around resolving that problem.

Features:

1. A citizen can report someone to the police (2 points)
2. A citizen can scan a location with their camera for bombs (3 points)
3. A citizen can survive an explosion (2 points)
4. A citizen is alarmed when a bomb is about to explode (1 point)
