Overview

This is an ongoing issue to create the Slide Deck for the biweekly stakeholder meeting.

PM's should add this issue to in progress, when creating the deck and then post the link to the finished deck here before the meeting.

Guidance for how to make the deck

Where to store

  • Folder for Slides
  • Staging deck - where to put slides for issues that will be shown to the stakeholder in future meetings. We use this to build the current slide deck.

Notes from 2023-02-07 Meeting

  • Hack for LA Lead Developers need access to the Azure Production Environment #1267 & Developer II needs access to City's Azure Account #1268 Alexander - added the password to the vault and set up 2-factor authentication.
  • Introduction to the LADOT Setting data standards team  #1263 Alexander will find out which boss David and Bonnie spoke with regarding offloading the app and who we can speak with.
  • Add Alternate Residential Land Use Entry #447 Neither Emily nor Alexander has additional information. There are new statewide regulations that might keep the city from imposing new parking regulations. Close issue with no additional action needed.
  • Generalized parking baseline for each unique project type #1126 Emily - less likely to run into this issue, becoming less of a potential problem. Proposed resolutions: 1. There are relief mechanisms in the policy/ordinance. 2. Write guidance in the implementation guide for the TDM ordinance. No FAQ updates expected at this time. If it comes up in user testing, Hack for LA will bring it back to Emily and Xander.
  • Confusion about correlation to real-life cost of strategy implementation #1160 Bonnie raised a question: any guidance for the layperson or a community person looking at the choices that a developer is making, and they want to show up to community meetings and be informed, what strategies the city is advocating, and the general cost? An online of Emily's response: some TDM strategies have simple cost/benefit structures (Bike share/Metro passes), but others (TMO/Shared Micro mobility) need more data to do a direct comparison. Revisit with developers after TDM Ordinance in effect for 1+ year and gather feedback to develop potential new features. She also wasn’t sure if there is a discount for transit passes but knows there is a business program for metro bike share and levels of subscription and so will provide a link to the website there and have contact info for the right people at metro to help ease people's process of evaluating if its right for them.
  • Update feedback form content for launch #148 We are not removing the current 2nd sentence, until we get guidance from TDM about how we are going to route the email between 2 choices: send users directly to the email address or send users to a customized form.
    Xander will speak with the project review team about how they would like to get correspondence about projects and get back to us.

What happens when the Ordinance is approved
Transportation, engineering, and planning, but missing a systems and technology team

  • who is processing this: Eddie's team and a team in the Valley (Central, West LA geographically distributed teams): 7 people/office, 3 satellite + 1 central (these people will be verifying the application for
  • Xander has an estimated number that was produced for budget
  • Eddie: not in the thousands, but each office is looking at 50 studies each
  • Emily: 150-200 cases/yr based on a 10-year review of cases

Bonnie: Does someone get a case number? Or does the project get multiple case numbers?

  • Emily: if a development needs to do work, then they get a separate case number for each department it engages with
  • Bonnie follow-up: with a unified system
  • Emily: Build LA, not quite as far along as it seemed -> can schedule appts with city planning and make an account for Build LA, the other applications are not Build LA branded
  • Eddie: hoping that it's moving quicker than it's been in the past, Ted Allen is working with a team of consultants
    Bonnie follow up: is there some kind of account information being stored when
  • Eddie: Not in the technical weeds of how system
  • Bonnie: Build LA account is created and then you, can we have a meeting with Ted Allen (GM of the Bureau of Engineering, not project lead)?
  • Ensure that what we're asking is not leading to extra hours, but also align

Who is ultimately responsible for storing data for TDM strategy?

  • Eddie: Building and Safety, but he's not sure
  • follow up: who gets the information and for the actual plan
  • Emily: only needs for approval, not every project will come to LA City Planning because it
  • Eddie: given the new focus of TDM, these projects perhaps it makes sense for LA City Planning to own it
  • Emily: LA City Planning would just need the okay from LADOT that
  • Rubina: at a minimum a spreadsheet format would be helpful than a pdf; but also what would this possible future look like?
  • Bonnie: effectively a customized CRM tool
  • Bonnie: one spreadsheet per project? One of for all projects?
  • Xander: a single spreadsheet per project.
  • Rubina: a single spreadsheet per office?
  • Eddie: how would a single spreadsheet work
  • Bonnie: 1 row/project; would need the columns
  • Bonnie: we can make it possible for you to download data in any format, but where would you store the decisions/actions taken?
  • Bonnie: will there be a fee to submit an application? we're happy to make this integrate to a payment interface. How do you currently process applications and get people to pay?
  • Eddie: The projects submit the plan log it into the case log. It's emailed to the LADOT review team, use an invoicing system to get them to pay. LADOT will not approve until payment received, but can review
  • Bonnie: how do you want to receive the data?
  • Eddie: Currently they just send a PDF to LADOT who reviews it
  • Emily: ultimately, the building permit process is the final check
  • Bonnie: can we get a copy of clearance worksheet?
  • Eddie: Building and Safety have a PCIS (Plan Check information system) where the different departments approve that the clearances are, John Weight (GM head Building & Safety) [email protected]
  • Bonnie: After information has been signed off on, who should
  • Eddie: ensures that information provided on plans is consistent with TDM plan; what did you check off in the application vs what is showing in the plan verifying everything according to plan
  • Emily: there's are physical engineering and/or architectural plans that have a cover sheet with a summary of what they are providing in the plan, but every firm provides a different coversheet
  • Eddie: pricing/bundling would not be seen in engineering/architectural plans. This would be identified in a separate report
  • Bonnie: which of these things will need to be submitted separately because they're not shown on civil plans, we can provide a check-list
  • Eddie: LADOT/LA CP would need to tell Hack for LA which things needs to be submitted
  • Rubina: Some of these strategies won't be implementable until people move in to housing, start working, or visiting the development
  • Xander: some of these strategies require pre-approval or coordination with another city department will provide a list
  • Bonnie: then if users have a project that require these either put up a warning box or hold it in draft until users attach the pre-approved reports

  • Did the Reorder the CSV columns #1604 csv get sent to stakeholders for review by email. If not, please do that and add an item to the next agenda for them to sign off, unless that all happened already, in which case the issue should be closed with a confirmation that it was accepted.
