Temporary windows builds for the openssl HEAD can be found at https://github.com/PurpleI2P/i2pd/actions/workflows/build-windows.yml.

Select latest workflow run, then check Artifacts section for available downloads. If the latest build is broken, find the "green" one in runs list.
