Build binaries hermetically using llvm libc++ and musl libc. This PR builds base and nplb, more targets will follow later.
Initial review done here: #4587
Running this locally succeeds:
cobalt/build/gn.py -p linux-x64x11-evergreen -c devel
autoninja -C out/linux-x64x11-evergreen_devel nplb base
