How to use

Rename .env.dist to .env
Get your id here and replace ADMINS
Replace BOT_TOKEN BotFather
Replace PG_HOST on your IP or localhost if you run it on your PC
Replace PG_USER to your postgres user name
Replace PG_PASSWORD
Replace DATABASE to your postgres name db
