ESLint is not run against shell-dev/target so I done a quick run. 24 errors and 110 warnings were reported so I've cleaned them up.
The majority were fixed with
yarn lint --fixwhen addingpackages/shell-dev/targettopackage.json. This reference topackages/shell-dev/targetwas removed before I committed changes.
