修复 ci 的 setup：
升级 prettie 到 3.x，使用 lint-staged 替换 pretty-quick，因为当 prettier 升级到 3.x，pretty-quick 的功能已经被破坏了
修复 lint 和 compile：
csstype 3.1.3 版本（目前最新版）有问题，需要锁死版本，这样 ci 环境才不会使用这个版本
