OvmfPkg/SmmCpuPlatformHookLibQemu: Define IsLmceStatusCheckNeeded

This patch is to implement IsLmceStatusCheckNeeded definition for SmmCpuPlatformHookLibQemu. By default, it returns TRUE, indicating that the LMCE status check should be performed. Signed-off-by: Khor Swee Aun <[email protected]>
