.github/workflows: add a dependency-review workflow #7846

Changes

This is a "test" to see how it works. I wonder if we can configure it
on branches (and to comment on commits then) ? If not, we may want to
do this using tekton jobs somehow.

  • /test pull-tekton-pipeline-unit-tests

The following commands are available to trigger optional jobs:

Use /test all to run all jobs.
