When submitting an issue earlier today it was made clear the template files existing in the repository were not being used as expected.
This has been corrected by renaming the parent folder from ISSUE_TEMPLATES to ISSUE_TEMPLATE. Now in my forked branch, when creating a new issue, the user is prompted to select from a template in the repo.
I'd imagine triaging issues has been a nightmare, hopefully this will help you in that process.
