Added systemtray menu to switch rePaper between monitors. (pause/sleep is still based on primary display)

v0.4 release, customisable weather, application rule..

What's new v0.4:

1. Renamed trayicon text from "Changing Desktop" to "rePaper".
2. Double clicking trayicon launches settings.
3. Weather effects are customisable now, "Edit Weather" tab in settings. No preview yet, have to click Apply to see the change.
4. Weather effects parameters are made external, "weather_parameters.xml" in "Saved Games" folder.
5. Additional 4 weather presets(2 rain, 2 atmosphere) added for user customisation, independent from location weather presets.
6. Application rule: Set specific rePaper sleep rules based on running application. "Application Rules" tab in settings (some defaults included).
7. Debugging mode is now available: FPS, foreground-application name, disabled rePaper sleep.

1. Low Power Mode for battery usage (laptops)
2. Adjusted rain, fixed weird looking raindrop texture when using high detailed wallpapers/videos.
