Add project-manager extension

Description

This was really helpful for my workflow, so I thought I'd share it as an extension.

Manages project repositories on the local filesystem. Allows you to search, archive, and open projects in your projects directory. Archiving a project creates a tarball of the selected folder and keeps the original modification time.

The extension lets you configure the target directory, the application to open projects with, and the patterns to exclude from archiving and stats counting.
