Builds on #165.
This breaks out helpers into separate files. This helps protect our API against accidental usage, and groups related functions together. The new files are:
constants.py: Sets of field names and mappings and known metadata versionspyproject.py: Functions related to reading the pyproject.tomlerrors.py: Our error definitions
