Enable Prettier as a pre-commit hook

Thanks @KristjanESPERANTO. I'd prefer to just run the Prettier check in the Github action, as the setup is much easier and it's not possible to skip it.

If you have a CI setup, run the following as part of it to make sure that everyone runs Prettier. This avoids merge conflicts and other collaboration issues!
