This policy is intended for end-users, not enterprises so it is not in the ADMX templates.
Firefox 87 and Firefox 78.9 ESR now allow GPO/configuration policies and policies.json to coexist. GPO/configuration profiles will always be preferred when there are conflicts.

NOTE: There is a regression in Firefox 81 and Firefox ESR 78.3 that breaks legacy preference policies on Windows when using GPO. We don't have a timeline for a fix yet, but the workaround right now is to switch to using the new Preference policy. I apologize for the inconvenience.
