My reasoning for having the test battery in addition to soft token testing, is that many tokens behave a bit differently. Running such a test over them gives us the confidence, our code works with a specific token (e.g. with the problems we had with CTAP2.1-enabled tokens).
It may also be good for easier debugging of incoming bug reports, to faster nail down the problem (even if we don't have access to a specific token).
