docs: update a URL to contributing guidelines markdown file in feature request issue template

Description

Recently I created a feature request issue and I saw that the link to contributing guidelines markdown in the template was broken. It was referring to a CONTRIBUTING.md file from the canary branch which as of now doesn't exist.

Related Issue

I haven't created an issue about this since fixing it looks like a low hanging fruit to me
