[cuda-api-wrappers] Updated version from 0.7.1 to 0.8.0

• Changes comply with the maintainer guide.
• SHA512s are updated for each updated download.
• The "supports" clause reflects platforms that may be fixed by this new version.
• Any fixed CI baseline entries are removed from that file.
• Any patches that are no longer applied are deleted from the port's directory.
• The version database is fixed by rerunning ./vcpkg x-add-version --all and committing the result.
• Only one version is added to each modified port's versions file.

Note: In this version, targets are added which have a _static suffix (e.g. cuda-api-wrappers::rtc_static in addition to cuda-api-wrappers::rtc). As this is a header-only library, nothing gets built anyway - neither dynamic-dependency or static-dependency; the meaning of these is a choice of which NVIDIA library versions to depend on, in a client project when it builds.
