Update version to 0.2.36, update package name

Why are these changes needed?

Updates the version number to allow us to release the pending bug fixes and features.

Important

In order to better align with a new packaging structure we have coming very soon, AutoGen is now available on PyPi as autogen-agentchat as of version 0.2.36. This is the official package for the AutoGen project.
