chore: add semantic-release to update changelog programmatically #465

This PR implements the library semantic-release solely to update the changelog, in the hopes of eliminating branch conflicts in pull-requests related to the changelog. We could also update the release process to use semantic release, but I think that currently out-of-scope.

I've multiple projects also handling the release with semantic-release and it works great. But handling the Changelog is awesome anyway. Just make sure to properly name the commits when merging! Maybe squashing is also necessary?
