chore: add devcontainer configuration to workspace root
@lgrcia Hey Lionel, this is going to be the first of a number of MRs that I hope will improve the development collaboration on prose.
This paves the way for a development container that contains:
python 3.13
And prepares some settings for astral's uv (from @charliermarsh). (see here also: https://github.com/astral-sh/uv).
I'd recommend we begin to migrate prose to this tooling.
If you're happy with this MR, I have and can MR for more work around migrating from poetry to uv, and also additions for migrating from black and flake8 to ruff.
