This point release includes 3 cherrypicks to address issues with v0.12.0:
- DockerCache doesn't get containers at startup (#5115)
- This makes the kubelet more resilient during cluster creation
- Update version of kube2sky to 1.1 (#5127)
- DNS e2e tests failed due to kube2sky initialization problems
- Monit health check kubelet and restart unhealthy one (#5120)
- Kubelet sometimes became permanently unhealthy; this monitors its status and automatically restarts it if it's not working
