🌱 Bootstrap governance #2953

This PR adds a GOVERNANCE.md file inspired by CNCF's Project Governance template https://github.com/carolynvs/cncf-project-template/blob/79bce741b54f33f1e81a313b0b077e2dd79c0096/GOVERNANCE-maintainer.md.

The main changes are:

  1. a manifesto of goals to be a good Kube citizen is added
  2. a set of values to be an open and inclusive project are added
  3. a bootstrap set of maintainers is defined which are going to be replaced by maintainers following "the rules".

This PR also removes former Red Hat maintainers from the OWNERs file, and replaces them with volunteers from the community of interested parties who want to see kcp to continue under its own governance.

This PR must be lgmt'ed and approved by Red Hat's former maintainers.
