This PR adds links to the Joomla 5 and Joomla Framework 3 API documentation. It also updates Robo.li to version 4 and updates the PHP version where this should be run on to PHP 8.1. Last but not least, the Robofile.php is changed to fall back onto checking out a branch when no tag for the respective version has been found for the framework. This is mainly to allow us to now generate the API before the framework packages have been tagged.
