Adds multi epoch tests

TODO:

validator lamport balances
- basic test here
- Test that we skip unstaking if validator lamport balances is sentinel value
Tests for validators to remove / instant removal / validators to add flow
- Likely a multi epoch test
- Test for validators past num_pool_validators
Test epoch maintenance
- General flow here, make it easier to test in the future
crank_check
Revert epoch schedule back to base 1000 for scoring tests
