Closes #31

This PR introduces a number of changes, notably:

  • Rewrite of the splash page for the developers section of interledger.org to better match the main design
  • Matching up of the site navigation look and feel, plus behaviour with the rebuild version of interledger.org
  • Updates dependencies to the latest versions, Starlight and Astro v4
