Fix for Safari 10 which doesn't remove trailing ? question mark. Force use of polyfill.
Fix the URLSearchParams constructor polyfill to ensure (new URLSearchParams()) instanceof URLSearchParams is true

Tested on Chrome 68, Windows desktop.
Tested on Safari 10 iPhone.
