https://github.com/Bencodes/rules_android_lint does not support
WORKSPACEapplication so this change usesgit_repositoryand custom patch cmds to make it compatible._lint_testtargets are added to eachandroid_libraryandandroid_binarytargets. Lint can be run withbazelisk test target_lint_testBzlMod: #81
