- cmd/run: use smaller client.RunbookClient instead of the full client.
- storage: Write/Read runbooks to a local file
- client: Add a local client.
- add local flag to savvy run
- client: Runbooks add an opt to fetch all runbooks or just runbooks owned by a user
- storage: serialize using gob instead of json
A future commit will introduce a new local client that interfaces with a local copy of runbooks.
Needs to be its own pkg to avoid circular imports
