Part of flutter/flutter#142951.

This PR:

adds a new firestore policy file
duplicates datastore-based scheduling logics for firestore
duplicates datasore-based luci-build-service logics for firestore
updates/adds related firestore logics to support above logics

(I guess I will need to separate this PR into smaller pieces for easier review and better tracking)
