Set up workflow for automated version increments in pull-requests

Set up the workflow for automated version increments in pull-requests, added via eclipse-platform/eclipse.platform.releng.aggregator#2352, for PDE.

Before this can fully work, the EF infra team has to add the required PAT of the PDE-bot to this repo as described in the linked PR.

This requires the clean-up done in

• [Build] Move not always desired build parameters out of maven.config #1412

Especially the pde.ds.tck project otherwise makes the version-check fail.
