Add softlink for SDK license

Part of sdk cleanup of build warnings.

Currently penaltymodel license in the SDK docs is empty and builds warn dwave-ocean-sdk/docs/licenses/penaltymodel.rst:5: CRITICAL: Problems with "include" directive path: InputError: [Errno 2] No such file or directory: 'docs_penalty/LICENSE'.

I think this and this PR test failures (python-build: definition not found: 3.12) are because these repos need the MacOS fix, unrelated to the PRs themselves
