reproducible minecraft clusters with minimal config

Goals

• Simplify setting up clustered servers.
• Reproducibility - spinning up config here is the same as spinning up config there (mostly)
• Simple upgrades

Notes

• Not tested to work under windows, i'm way too lazy to test myself...
• We only use Velocity and Fabric. Other proxies/plugin softwares/mod loaders/vanilla are unsupported officially yet. (Some parts of the code do acknowledge the existence of other software)
