Python 3.13 supported version is in 0.5.0. But this mid-level bump release will include code improvements that we want for this version of the code. the 0.5.0 release is to remove bottlenecks for others that have diffpy.utils as a dependency and can't otherwise do their 3.13 releases.
It will be the first stable release where we can advertise new features:

- Whittaker-Shannon resampler
- load_data updates (being able to fetch header info and dump header info more easily)
- maybe deprecate

as part of this whole thing?
