Add a modal to encourage starring the Checkmate repo

Add a box to the bottom left hand side of the dashboard to encourage adding stars to the project.

If the user clicks on the close button, it should never be shown again. Use one of the 13px or 14px fonts in our components.

Since the solution @dikjain has provided is similar to what I was thinking of implementing apart from using local storage. I think I would like to work on something else, since @dikjain has already provided a solution. Thanks.

Unfortunately that solution is not acceptable as it contains hardcoded values. If you have a proper solution, please go ahead so we can close this. Let me know ASAP :)
