Set a context specific coherency flag on load of observation or sample data

...so that a client can know whether the context is coherent, whereby all sample data have been loaded. This is to avoid the unlikely scenario of a client identifying a set of interesting sample IDs and requesting a fetch in between sample metadata load and sample data load.
