Update fastq file parsing regexes in util.py

NuQCJob failed on 'S001_R1_dry_none_0359246743_A7_S4_L001_R2_001.fastq.gz' because regexes matched to first R1 instead of 'L001_R2' as expected. R1 in this case meant 'right' vs 'left' in the study and has nothing to do with forward and reverse reads.
