[DoubleCross]ハプニングチャートとRWプロローグチャートを振るためのコマンド(HC, PCP, PCN)を追加

『DoubleCorss』に、フォーカスシステム(FS)判定のハプニングチャート用のコマンドが欲しく実装を試みました。
