Uses the SLURM_PROCID env variable instead of PMIX_RANK to get rank.

I think this is more appropriate, or at least it's necessary to work properly on our NERSC systems.

I based this off of the mlperf-hpc-v1.0 branch, which doesn't seem to be merged yet to master. @azrael417 , are you planning on merging the v1.0 branch into master at some point?
