Provinces, which are also reported here https://it.wikipedia.org/wiki/ISO_3166-2:IT, are much more useful for form selections because they're the de-facto standard for italian address definition (for instance, postal delivery).
The commit also fixes a little Wikipedia problem: "Valle d'Aosta" is a region which only contains one province, "Aosta", so although there's no institution of province "Aosta", the name "Aosta" is commonly used to define it in a list of provinces, rather than "Valle d'Aosta", which is the regional name.
