This PR replaces the single use (encoding detection) of the
chardetlibrary withcharset-normalizer, as the latter is already an (indirect) dependency of the project (viarequestsandunstructured-client), reducing the transitive dependency set by removing a copyleft-licensed (LGPLv2) library.
