Description
Adds content that opens when a user first opens the manifest game that explains the purpose of the page and how to use it. For now, it's is just a HTML document with some text.
We've also made some minor modifications that move us towards 508 compliance prior to our first launch. This will not something that will be inherently easy (like a normal html page) since the functionality of this page is relatively unique.
