This PR re-introduces the link authoring account function that was broken due to the recent auth changes in https://eliterate.atlassian.net/browse/MER-3959.
The link authoring functionality continues to be accessible from the user menu but is now also accessible from the user settings page
/users/settings(Edit Account menu item).
