External Model HOV Improvement

I'm noticing on the wiki - https://github.com/RSGInc/SOABM/wiki/Model-Steps#step-7--build-trip-demand-matrices

That all of the external traffic is dumped into SOV. At some point in the distant future, we could consider updating the SWIM external model to provide HOV / SOV matrices, and then change the way the matrices are summed for assignment. This will likely not impact SOABM as there are no planned projects for HOV / Tolls. However, this element might greatly interest Metro. As Metro is implementing CT-RAMP, if they are interested in the SWIM external model, we should consider this upgrade and ensure that the SWIM external model is refined to provide this information - which it could.
