Bump PostgreSQL from 14.3.0 to 14.13.0

Summary

Bumps the PostgreSQL image version from 14.3.0 to 14.13.0 to match the version used in production.

This version is currently overridden to downgrade the default version used by the chart, which is PostgreSQL 15.4.0.

When we're ready for newer versions of PostgreSQL, we can look into bumping the PostgreSQL chart version as well. At the moment, there are no newer chart v12 versions, so we'll stick with this for now.

Note: I'm not really sure why updatecli is trying to update the chart to v16, such as in #405. There's a semver pattern setteing here telling it to look for 12.x.x. I don't have much updatecli experience yet so maybe that's expected, but wanted to jot down the thought in case it's helpful later.

fwiw #405 is the monthly update cli major run so it will just looking for the latest major minor or patch release of a chart

Ahh of course, thanks - suppose we could remove that from the major update cycle until we're ready to update, but maybe good to have it pop up periodically as a reminder
