The purpose of this PR is rebalancing RefinedStorage, since the default recipes are absurdly overpowered compared to how the pack gates AE2.

Some people just outright can't stand using AE2, so this should make the mod reasonable to add and use, as well as the modpack a little bit friendlier towards adjustments.

This is done similarly to how some other expert-style modpacks are doing it.

If this is approved, I vote to also add "Refined Avaritia" Which allows for direct extended crafting table pattern crafting. It's the only reason I would use RS over AE2. For a pack of this size, Ae2s ability to put multiple interfaces in one block space (small interface version) is too good to pass up. Also, terminals are superior to grids imo due to how they can be built into a wall using facades.

I agree that AE2 setup is a pain, but in my opinion AE2 surpasses RS in almost every way (with maybe EC recipes and fluid crafting being the only things RS excels at).

You also have the problem that RS (specifically the 1.12.2 verions) has major lag issues on big worlds (especially on servers). This is why it isn't used a lot in expert packs.

I'd vote to rather add "Lazy AE2" to reduce the grind for people who hate using AE2
