feat: add collections

Description

This PR adds the ability to submit movie collections, video game collections, and video game franchises. Instead of adding more templates and labels, a single issue template is now used with simplified labels.

New labels required are:

• request-theme
• approve-theme

Changes will be required to Themerr-plex where the issue urls are created. This has already been updated for the URL on the ThemerrDB website.
