What this PR does / why we need it:
It is a documentation for Dataverse in windows through WSL.

@lubitchv this looks great! I take it you aren't using Docker? That's ok, whatever works!

I didn't test this (I don't have a Windows box) but it looks reasonable to me. I added a note that these instructions have not been heavily tested.

I also made some other tweaks and added a release note.
