Stream 27Hz 9Hz

FLIR Lepton 3 has one segment available for reading from SPI for every GPIO3 pulse. One segment contains 60 packets. The segment number is shown inside packet 20. The segment number of the stream will have following sequence repeating:

(0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 0, 1, 2, 3, 4).

A valid segment is when the segment number is 1 .. 4 otherwise it is 0. The reason why a third of the segments is not useful is because the frame rate of 27Hz is downgraded to 9Hz as a result of US export restriction.
